Moustapha Camara says balanced regulation and stronger government engagement are needed to help Africa\u2019s gaming and lotteries sector realise its economic potential.<\/p>\n\n\n\n\n\n\n\n

Senegal.- African Lotteries & Gaming Association<\/strong> (ALGA) deputy chairman Moustapha Camara has called for greater government engagement<\/strong> on Africa\u2019s gaming and lotteries sector, saying the sector cannot realise its full economic potential without policies that understand the market they seek to regulate.<\/p>\n\n\n\n

ALGA highlighted Camara\u2019s remarks in a statement on September 24. He made the comments at the ALGA CEOs Forum 2026<\/strong> – The Black Table, held from September 1-4 in KwaZulu-Natal, South Africa.<\/p>\n\n\n\n

Camara, who is also Chairman of the Board of Directors of the National Lottery of Senegal (LONASE), called for a balance between regulatory and fiscal environments that protect players and uphold industry integrity<\/strong>, while enabling legitimate operators to innovate, invest and contribute to African economies.<\/p>\n\n\n\n

Camara said: \u201cWe must educate our governments on the true potential of this sector and demonstrate that, with the right policies in place, we can fully unlock its economic potential<\/strong> for Africa.\u201d<\/p>\n\n\n\n

The comments come against the backdrop of wider discussions at the forum where African regulators called for stronger cross-border cooperation and data<\/a> sharing to tackle illegal betting across African markets.<\/p>\n\n\n

ALGA said Camara also emphasised that effective regulation is not only about oversight. It can create conditions for sustainable revenue generation<\/strong>, investment, technological advancement and economic participation, while ensuring that growth takes place within a responsible and properly regulated environment.<\/p>\n\n\n\n

The forum also brought together government officials, regulators and industry executives to discuss issues affecting Africa\u2019s lotteries and gaming sector, including regulation, technology<\/strong> and market development.<\/p>\n\n\n\n

Camara\u2019s comments add to the wider discussion around how African governments and the gaming industry can develop regulatory and fiscal frameworks that support a responsible and sustainable sector.<\/p>\n\n\n\n
