The details were presented by the DRC Ministry of Finance through the Cellule de Surveillance des Jeux d’Argent et de Hasard (CSJA), a technical unit <\/strong>within the ministry, during the 17th annual Gaming Regulators Africa Forum (GRAF 2026), according to Actualite.cd.<\/p>\n\n\n\n The Congolese delegation spoke on September 16 during a panel titled \u201cRegulation in the Data Age: Harnessing Non-Intrusive Technologies for Responsible Gambling\u201d. The DRC was represented by Didier Bobwa Wese<\/strong>, head of information systems and the Central Monitoring System (CMS) at the CSJA.<\/p>\n\n\n\n Wese presented an approach based on cross-referencing data from different actors across the gambling ecosystem to analyse player behaviour <\/strong>and promote responsible gambling, while addressing data security, cybersecurity and national sovereignty. The DRC said integration of the system with gambling operators and payment-service providers is progressing.<\/p>\n\n\n\n The CMS is designed to capture information from operator systems<\/strong> through interfaces without disrupting their operations or the player experience. Data exchanges are intended to be limited to information necessary to monitor problematic gambling and promote responsible gambling.<\/p>\n\n\n\n During the presentation, the DRC said the system \u201cmust allow the CSJA to automatically receive the information identifying players and that relating to their behaviour, in order to detect problematic gambling practices,\u201d according to a Ministry of Finance communiqu\u00e9 cited by ACP.<\/p>\n\n\n\n The system is intended to identify indicators of problematic gambling, including high deposit frequency and rapid increases in betting amounts<\/strong>, as well as socio-financial indicators such as excessive spending and over-indebtedness. The CSJA said data collection should be limited to what is strictly necessary, with access to personal information restricted to legally authorised personnel.<\/p>\n\n\n\n The system will also be subject to specific cybersecurity requirements. The DRC outlined an architecture involving encryption during data transmission and storage, stronger authentication<\/strong>, access rights based on the principle of least privilege and traceability of activity on the platform.<\/p>\n\n\n\n The CSJA also called for dedicated cybersecurity governance, including regular testing, incident monitoring, backups, business continuity planning and procedures for responding to cyberattacks.<\/p>\n\n\n\n Data sovereignty<\/strong> is another element of the system. The DRC said sensitive data relating to Congolese players should be hosted on infrastructure located within the country and under the control of competent institutions.<\/p>\n\n\n\n The CSJA also advocated the gradual adoption of common interoperability standards between regulatory and operator platforms. The approach is intended to support secure data exchanges, facilitate the integration of operators active across multiple countries and strengthen cooperation against cross-border risks.<\/p>\n\n\n\n On September 4, the Finance Ministry reaffirmed its authority<\/a> over gambling regulation and operator registration, with DGRAD\u2019s enforcement role and the August 30 pilot-phase deadline also covered. On September 16, opposition politician Delly Sesanga proposed taxing operators on gross gaming revenue<\/a> and questioned the CMS\u2019s financing and technical arrangements.
