According to the tender notice, the system is expected to operate remotely, online and in real time, recording and reporting gambling activities and transactions conducted by licensed operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second tender, <strong>SC\/RP\/GBN-02\/2026<\/strong>, seeks a provider to design, customise, implement and maintain an integrated system for licensing, workflow management and document handling. The platform will support online licence applications, automated workflows, compliance monitoring, reporting and regulatory document management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central electronic monitoring project has an assignment period of six months, while the automated licensing and document management project will run for 60 months. The Board said the tender documents are available at no cost. Bidders must submit separate technical and financial proposals, with the deadline set for <strong>October 29, 2026.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A pre-proposal conference for the monitoring system is scheduled for October 1 at 10:00, followed by a session for the licensing and document management project at 15:00. Written requests for clarification must be submitted by October 22.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The electronic monitoring project is required under Namibia\u2019s <strong>Gaming and Entertainment Control Act 2018<\/strong>, which provides for a central system to monitor significant events involving gambling machines and analyse and report the resulting data. The Act also requires gambling machines to be electronically linked to the central monitoring system, with licence holders responsible for the associated installation costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board has not indicated when the new systems will become operational.
