South Africa.- The Gauteng Gambling Board (GGB)<\/strong> is set to review its organisational structure, regulatory framework, financial performance and digital capabilities under a strategic re-engineering process led by administrator Dr Khathutshelo Ramakumba<\/strong>.<\/p>\n\n\n\n

Ramakumba outlined the priorities on Friday, September 11, during a briefing with GGB staff and management on the findings of the organisation\u2019s diagnostic report.<\/p>\n\n\n\n

The organisational structure is among the areas targeted, with Ramakumba calling for a fit-for-purpose setup that places employees in appropriate positions. The process will also examine the organisation\u2019s culture, with emphasis on ethics, accountability, professionalism and performance.<\/p>\n\n\n\n

The GGB also plans to reform its policy and regulatory functions, focusing on its regulatory and enforcement capabilities across Gauteng\u2019s gambling sector. The programme will also address the Board\u2019s financial position and efforts to improve revenue generation.<\/p>\n\n\n\n

The Board\u2019s revenue dropped to R240.9m (US$14.9m) in 2024\/25 from R262.4m (US$16.2m) in the previous year, while its bottom line improved from a R1.9m (US$117,857) deficit to a R674,000 (US$41,808) surplus. Beyond its own finances, the Board collected about R1.2bn (US$74.4m) in gambling taxes and levies for Gauteng in 2023\/24.<\/p>\n\n\n\n

Digital transformation is another priority, with Ramakumba pointing to the growing use of technology and artificial intelligence across the gambling industry. He said the GGB needs modern digital systems and capabilities to keep pace with an increasingly digitalised sector. The GGB had previously identified digitalisation as a priority. Its 2023\/24 annual report outlined plans for an Integrated Business Automation System aimed at streamlining internal and external processes.<\/p>\n\n\n\n

The need for stronger digital capabilities comes as gambling operators increasingly use technology for betting, customer management and payments, placing greater demands on regulators in areas such as monitoring, compliance and enforcement.<\/p>\n\n\n\n

Gauteng has a distinct regulatory framework in which online gambling is not licensed, while the GGB regulates casinos, betting, bingo, limited payout machines and gambling equipment in the province. The Gauteng government has previously noted that some licensees based in the province conduct online gambling activities through licences issued elsewhere.<\/p>\n\n\n\n

The GGB has also recognised the changing nature of the industry. In earlier annual reporting, the regulator noted the growth of interactive gambling and its engagement with businesses around the regulation of the activity. Ramakumba said the objective is to establish a stable, modern and financially sustainable institution capable of effectively fulfilling the GGB\u2019s regulatory mandate as the gambling market becomes increasingly digital.<\/p>\n\n\n\n
