Digital monitoring has boosted gaming-tax collections as the regulator steps up enforcement against unlicensed gaming and plans further system digitisation.<\/p>\n\n\n\n\n\n\n\n

Uganda.- Uganda\u2019s National Lotteries and Gaming Regulatory Board (NLGRB) says online gaming generates over 68 per cent of gaming tax collections<\/strong>, as technology improves monitoring and the regulator steps up enforcement against illegal gaming. The Board has confiscated 9,983 illegal gaming machines in the past six years.<\/p>\n\n\n\n

The disclosure was made by NLGRB Chief Executive Officer Denis Mudene<\/strong> during a meeting with Parliament\u2019s Committee of Commissions, Statutory Authorities and State Enterprises (COSASE), according to a Parliament of Uganda press release published on the Parliament\u2019s website.<\/p>\n\n\n\n

The meeting focused on gaming taxation, licencing and enforcement<\/strong>, with MPs questioning the regulator over its oversight of Uganda\u2019s gaming sector. Mudene said: \u201cMost of the tax we are collecting is from online gaming; it is over 68 per cent. The increase was because of the online financial monitoring system we put in place and we plan to digitise all our systems.\u201d <\/p>\n\n\n\n

The figure relates to gaming tax collections, not online gaming\u2019s overall market share. Ngabirano also highlighted a separate challenge involving land-based casinos<\/strong>. He explained that the Uganda Revenue Authority (URA) has complained of challenges collecting withholding tax from land-based casinos, with the tax imposed on winnings that are easier to track electronically.<\/p>\n\n\n\n

The tax disclosure came alongside details of the NLGRB\u2019s enforcement campaign against illegal gaming. Ngabirano said the regulator has confiscated 9,983 illegal gaming machines over the past six years and blocked 57 illegal online gaming sites<\/strong>. \u201cIt is true that we have illegal equipment but they are not imported when assembled, some are imported as electronic spare parts,\u201d Mudene said.<\/p>\n\n\n\n

The enforcement figures were presented as MPs called for tougher action against unlicensed gambling, particularly in rural areas. COSASE tasked the NLGRB with intensifying licencing, monitoring<\/strong> and enforcement against illegal lotteries, gaming machines and online platforms.<\/p>\n\n\n\n

MPs raise broader gaming concerns <\/h2>\n\n\n\n

Kalungu County West MP Joseph Ssewungu said several gaming and lottery businesses operated by foreign nationals had spread into rural areas where enforcement remained inadequate. \u201cMany Indians, Chinese and other Asians have established gaming and lottery businesses in rural areas. Licencing is a source of revenue<\/strong> for your entity because your budget is minimal and our interest is in licencing,\u201d Ssewungu said.<\/p>\n\n\n\n

He cited Kalungu District, where he said he had previously intervened to close several unlicensed lottery businesses that were collecting money from unsuspecting residents. Ssewungu asked the Board to clearly explain its licencing and enforcement mechanisms, arguing that rural communities<\/strong> were bearing the greatest consequences of illegal gaming.<\/p>\n\n\n\n

MPs also questioned whether Uganda was capturing sufficient tax revenue from online gaming. Persons with Disabilities (PWD) Representative Bumali Mpindi questioned the effectiveness of the Board\u2019s information technology systems in tracking revenue generated through online gaming, saying the Uganda Revenue Authority<\/strong> had previously reported difficulties collecting taxes from the industry. \u201cYou license online gaming companies and they collect a lot of money but the country does not adequately benefit. You are talking about ICT; what is difficult about collecting this money when you have all these systems?\u201d Mpindi asked.<\/p>\n\n\n\n

Budadiri East MP Julius Nakiyi called for fairness in the taxation of online and land-based gaming and urged the Board to increase public awareness<\/strong> about the dangers of excessive gambling.<\/p>\n\n\n\n

The developments come as Uganda also prepares to relaunch its National Lottery<\/a> after its previous operator failed to meet first-year performance projections and ceased operations on June 30 2026. The NLGRB is conducting an exit audit and plans to appoint a new operator, although it has not disclosed a timeline for the relaunch.<\/p>\n\n\n\n
