{"id":31718,"date":"2026-08-24T07:48:11","date_gmt":"2026-08-24T10:48:11","guid":{"rendered":"https:\/\/focusgn.com\/africa\/?p=31718"},"modified":"2026-08-27T05:20:06","modified_gmt":"2026-08-27T08:20:06","slug":"nlb-chair-says-kenya-lottery-procurement-must-build-institutional-capacity","status":"publish","type":"post","link":"https:\/\/focusgn.com\/africa\/nlb-chair-says-kenya-lottery-procurement-must-build-institutional-capacity","title":{"rendered":"NLB chair says Kenya lottery procurement must build institutional capacity"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Dr Farida Karoney says expertise gained during the operator selection should remain within the National Lottery Board after external advisers complete their assignment.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">Kenya.- The integrity of Kenya\u2019s first National Lottery will depend not only on the operator eventually selected but also on how the procurement process is designed and managed, National Lottery Board (NLB) chair <strong>Dr Farida Karoney<\/strong> has said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking during the programme announcing the <a href=\"https:\/\/focusgn.com\/africa\/kenyas-first-national-lottery-advances-towards-operator-appointment-as-rsm-qlot-named-advisers\" target=\"_blank\" rel=\"noreferrer noopener\">NLB\u2019s Transaction Advisor<\/a>, Karoney said the Board\u2019s approach was intended to ensure that the procurement builds lasting expertise within Kenya rather than leaving the institution dependent on external consultants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her remarks came as the NLB moves ahead with the procurement of Kenya\u2019s first National Lottery operator following the appointment of an <strong>RSM Eastern Africa-led consortium<\/strong>, including Sweden-based <strong>QLOT Consulting<\/strong>, as Transaction Advisor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karoney said RSM Eastern Africa was selected for its understanding of Kenya\u2019s public-sector institutions and its experience in transaction advisory, governance and institutional strengthening. She noted that the firm\u2019s familiarity with Kenya\u2019s legal environment, fiscal conditions and public institutions would provide the local expertise needed to navigate the procurement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">QLOT Consulting, meanwhile, brings international lottery-sector experience to the consortium. Karoney described the company as an associate member of the <strong>World Lottery Association<\/strong> and said it had advised on national lottery procurements in international markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two firms will provide the Board with a combination of local institutional knowledge and international lottery procurement experience. Karoney said: \u201cWe are not buying advice. We are building capacity for our country.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From structuring to financial close<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">According to Karoney, the Transaction Advisor\u2019s role will cover the procurement process from transaction structuring through to financial close and operator readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consortium will assist the Board with concession structuring and legal, financial and technical advisory work required to advance the transaction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its responsibilities will also include cybersecurity standards, market engagement, evaluation of prospective operators, contracting and financial close.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karoney also highlighted knowledge transfer as a key part of the engagement.
