NLGRB brings licensed operators and industry stakeholders together at Mestil for a compliance engagement focused on regulatory compliance, AML and responsible gaming.<\/p>\n\n\n\n\n\n\n\n

Uganda.- Uganda\u2019s National Lotteries and Gaming Regulatory Board (NLGRB) is strengthening dialogue with licensed operators <\/strong>through a regulatory compliance stakeholder engagement at Mestil, focused on three key priorities<\/strong> for the gaming sector.<\/p>\n\n\n\n

Led by NLGRB CEO Denis Mudene<\/strong>, the engagement brought together licensed gaming operators and industry stakeholders for direct dialogue, knowledge sharing and collaborative problem-solving. The Board said the session was anchored on three \u201cnon-negotiable pillars\u201d: regulatory compliance<\/strong>, anti-money laundering obligations <\/strong>and responsible gaming<\/strong>.<\/p>\n\n\n\n

The NLGRB said it increasingly favours engagement alongside enforcement, rather than simply issuing updated guidelines and expecting operators to interpret them independently. Operators were reminded of their compliance<\/strong> obligations and invited to discuss the practical challenges of embedding them within their businesses.<\/p>\n\n\n\n

The Board said operators are closest to the public, processing transactions, managing player behaviour <\/strong>and handling sensitive customer information. Treating them purely as enforcement subjects, it said, risks reducing compliance to a \u201cbox-ticking exercise\u201d, while engaging them as partners could help make compliance \u201csecond nature rather than an afterthought\u201d.<\/p>\n\n\n\n

The NLGRB also said operators\u2019 daily decisions directly influence whether Uganda\u2019s gaming industry earns and maintains public trust.<\/p>\n\n\n\n

The Anti-Money Laundering Act <\/strong>was a key focus of the engagement, with the NLGRB stressing that financial integrity is a frontline responsibility that every gaming operator must internalise.<\/p>\n\n\n\n

Responsible gaming<\/strong> was also reinforced as a core operational principle. The Board said embedding player protection into everyday business practices requires deliberate and sustained commitment, with operators best positioned to put responsible-gaming measures into practice.<\/p>\n\n\n\n

Player data protection push<\/h2>\n\n\n\n

The Personal Data Protection Office also participated, with experts presenting on the lawful processing of personal data, customer-information protection, data-subject rights and accountability in data management<\/strong> across the gaming industry.<\/p>\n\n\n\n

The NLGRB said operators handle substantial personal and financial information, including identity-verification<\/strong> details and transaction histories. Officials from the Personal Data Protection Office said being licensed and financially transparent is no longer enough, with operators also expected to ensure that player data is protected, stored and used responsibly.<\/p>\n\n\n\n

The NLGRB said the engagement reflects a broader strategy to bring operational and data management, financial integrity, player protection and data privacy into a coherent compliance framework, rather than treating them as separate regulatory requirements.<\/p>\n\n\n\n

For licensed operators, the Board said the long-term sustainability of Uganda\u2019s gaming sector will depend not on minimum compliance, but on actively embracing transparency<\/strong>, financial integrity, player protection and data privacy as foundations for the sector. It said these should be standards that operators help shape and uphold from within. <\/p>\n\n\n
