The report, described by GCI as the first comprehensive analysis of online gambling across all 54 African countries,<\/strong> draws on two years of audience and market activity data covering 2024 and 2025.<\/p>\n\n\n\n According to the findings, the regulated sector\u2019s share of Africa\u2019s total online gambling market increased from 22 per cent in 2024 to 23 per cent in 2025, while regulated GGR rose by approximately 18.2 per cent year-on-year.<\/p>\n\n\n\n Despite the improvement, the report shows that most online gambling activity on the continent continues to occur outside licensed markets. Unregulated operators generated $17.8bn in GGR during 2025, accounting for 77 per cent of the market, compared with $15.6bn and 78 per cent in 2024.<\/p>\n\n\n\n GCI said the increase in regulated market share demonstrates that licensed gambling markets are gaining momentum in several African jurisdictions, although progress remains uneven due to differing regulatory approaches across the continent.<\/p>\n\n\n\n The report says Africa’s regulatory landscape ranges from countries where online gambling is prohibited to jurisdictions that have only recently introduced licensing frameworks. It adds that unlicensed operators continue to target consumers regardless of local regulatory conditions.<\/p>\n\n\n\n Audience exposure to regulated online gambling also increased during the period. The proportion of online gambling audiences interacting with licensed operators rose from 10 per cent in 2024 to 11 per cent in 2025, while exposure to unregulated operators declined slightly from 90 per cent to 89 per cent.<\/p>\n\n\n\n Overall participation in online gambling continued to grow. GCI estimates that 215 million people<\/strong>, representing 14 per cent of Africa\u2019s population, engaged with online gambling in 2025, compared with 198 million people<\/strong>, or 13 per cent of the population, the previous year.<\/p>\n\n\n\n The report says consumer demand is not the primary challenge facing African gambling markets. Instead, it says regulators should focus on creating conditions that encourage consumers to use licensed operators.<\/p>\n\n\n\n Matt Holt<\/strong>, chief executive officer of GCI, said the findings show that regulatory measures are beginning to produce results. He said: “For the first time, we can see the whole of Africa’s online gambling market clearly. Nation by nation, across two full years, the picture is encouraging.
