Regulator enables online Personal Management Licence applications, removing the need for hard-copy submissions while retaining enhanced due diligence checks.<\/p>\n\n\n\n\n\n\n\n

Mauritius.- The Mauritius Gambling Regulatory Authority<\/strong> (GRA) has informed applicants that Personal Management Licence (PML) applications can now be submitted through its online licensing platform. <\/p>\n\n\n\n

In a notice issued by its Licensing Division, the GRA said no hard-copy documents are required unless requested by the Authority. The notice applies to PML applications from directors, managers and officers of licensed gambling businesses<\/strong>, as well as horse owners required to hold PMLs under the GRA’s regulations.   <\/p>\n\n\n\n

The GRA said:\u00a0“We are pleased to inform you that applications can henceforth be submitted via our online platform <\/strong>with the supporting documents. No hard copies are required unless requested to\u00a0produce.”\u00a0<\/p>\n\n\n\n

Applicants must submit supporting documents including proof of identity, a recent passport photograph, proof of address and a certificate of character. <\/p>\n\n\n\n

Horse owners are also required to provide additional financial and ownership information<\/strong>. This includes source-of-funds documentation, such as the last three months’ payslips for employed applicants, a Business Registration Number where applicable for self-employed applicants, a bank reference letter, bank statements for the previous six months, and proof of ownership shares and horse-related payments signed by a licensed stable and\/or trainer. <\/p>\n\n\n\n

The GRA also confirmed that applicants may still be subject to additional regulatory checks<\/strong> where Enhanced Due Diligence is deemed necessary. <\/p>\n\n\n\n

The Authority said it “reserves the right to request any additional documentation and\/or information, where Enhanced Due Diligence is deemed necessary, including in respect of high-risk individuals or any other circumstances warranting such measures.” <\/p>\n\n\n\n

The update follows proposed amendments to the GRA Act<\/a> announced in the 2026\/27 Budget, which aim to strengthen the regulation of Mauritius’ gambling and horse racing sectors.\u00a0<\/p>\n\n\n\n
