The two countries will cooperate on the regulation of casino, bingo and online gambling operators by exchanging technical expertise on licensing, supervision, compliance and enforcement.<\/p>\n\n\n\n\n\n\n\n
Mozambique.- Mozambique has signed a cooperation agreement with Portugal that will see the two countries work together on gambling regulation, alongside broader initiatives covering tourism, hospitality, investment and vocational training.<\/p>\n\n\n\n
The agreement, published in Mozambique\u2019s Official Gazette <\/strong>in June after being ratified by both governments, is one of more than 20 accords signed during the countries\u2019 summit in Porto<\/strong> in December 2025.<\/p>\n\n\n\n Under the framework, the two countries will cooperate on the regulation of casino, bingo and online gambling operators by exchanging technical expertise on licensing, supervision, compliance and enforcement. They also agreed to share knowledge on responsible gambling measures, corporate social responsibility initiatives and efforts to combat illegal gambling, while adopting international best practices across both land-based and online gaming.<\/p>\n\n\n\n Beyond gambling, the agreement establishes cooperation in tourism development through joint destination promotion, vocational training, investment attraction and the preservation of historical and cultural heritage. It also provides for collaboration in tourism digitalisation, certification, hotel management, market research and statistical data collection.<\/p>\n\n\n\n The partnership further includes the exchange of expertise on tourism operator registration systems, accommodation classification, and the organisation of joint conferences, trade fairs and business forums to promote tourism investment.<\/p>\n\n\n\n The two countries also plan to establish hospitality and tourism training programmes involving the exchange of trainers and trainees, alongside technical assistance. The agreement also supports the development of a hospitality school certified by Turismo de Portugal <\/strong>and sustainable management models for hotel schools.<\/p>\n\n\n\n A joint technical committee will be created to oversee implementation of the agreement and prepare a five-year action plan <\/strong>to coordinate cooperation between the two countries, including engagement within international tourism organisations.<\/p>\n\r\n\t\t
