The government will introduce the Tuzo ya Uzalendo receipt lottery through its Electronic Fiscal Device Management System from July 2026, rewarding taxpayers who issue and request official receipts as part of wider digital tax reforms.<\/p>\n\n\n\n\n\n\n\n

Tanzania.- Tanzania is set to introduce a government-backed receipt lottery<\/strong> that will reward those who issue and request Electronic Fiscal Device (EFD) receipts through lottery draws as part of a wider push to strengthen tax compliance and modernise the country’s digital tax system. <\/p>\n\n\n\n

The initiative, officially named the Tuzo ya Uzalendo (Patriotism Award), was unveiled by Finance Minister Khamis Mussa Omar during the presentation of Tanzania’s 2026\/27 National Budget <\/strong>on June 11. It will be introduced through the Electronic Fiscal Device Management System<\/strong> (EFDMS), which is scheduled to be launched in July, with the exact launch date yet to be announced.<\/p>\n\n\n\n

On June 23, Tanzania’s Parliament <\/strong>approved the TZS62.33trn (US$24bn) 2026\/27 national budget by 385 votes to eight, clearing the way for implementation of the government’s 2026\/27 revenue reforms, which include the introduction of Tuzo ya Uzalendo. <\/p>\n\n\n\n

The Government of Tanzania’s 2026\/27 Budget Speech (Paragraph 52) states: “These awards will be won competitively through lottery, where various prizes<\/strong> will be awarded through lottery draws to determine the winners who issued and demanded receipts.”<\/p>\n\n\n

The initiative will use lottery draws to reward those who issue and request official EFD receipts. Unlike a traditional national lottery, it is designed to encourage tax-compliant behaviour<\/strong> rather than ticket purchases, with the aim of increasing the use of official receipts and supporting voluntary tax compliance. <\/p>\n\n\n\n

According to the government, the programme is designed to encourage the public to issue and request EFD receipts when buying and selling goods and services, supporting the wider use of official receipts while strengthening Tanzania’s digital tax administration programme.<\/p>\n\n\n\n

Broader tax reforms continue<\/strong> <\/h2>\n\n\n\n

The Tanzania Revenue Authority (TRA) has long encouraged taxpayers to request official receipts through its Electronic Fiscal Devices awareness campaign, stating: “Whenever you sell, issue receipt. Whenever you buy, demand receipt.” <\/p>\n\n\n\n

Electronic Fiscal Devices automatically generate fiscal receipts and transmit transaction data electronically to the TRA, helping improve VAT compliance<\/strong>, strengthen transaction reporting and reduce opportunities for tax evasion, according to the TRA’s Electronic Fiscal Devices information. <\/p>\n\n\n\n

The receipt lottery forms part of Tanzania’s wider digital tax modernisation programme <\/strong>announced in the 2026\/27 Budget. Alongside Tuzo ya Uzalendo, the government is expanding the use of Electronic Fiscal Devices, introducing the Jamii Namba national digital identity system, strengthening digital tax administration and promoting greater use of electronic payments<\/strong> across the economy. The budget also expands digital payment requirements for selected transactions and sectors as part of wider tax administration reforms, according to the Budget Speech. <\/p>\n\n\n\n

Receipt lotteries have been successfully implemented in jurisdictions such as Taiwan, where they have encouraged consumers to request receipts and improved tax compliance. Tanzania is adopting a similar incentive-based approach <\/strong>by using lottery draws to encourage the issuing and requesting of official fiscal receipts. <\/p>\n\n\n\n

While the government has confirmed that Tuzo ya Uzalendo winners will be selected through lottery draws, operational details\u2014including prize values, draw frequency, the exact launch date, entry requirements and eligibility criteria-have yet to be announced. <\/p>\n\n\n
