Unlike a traditional national lottery, it is designed to encourage <strong>tax-compliant&nbsp;behaviour<\/strong>&nbsp;rather than ticket purchases, with the aim of increasing the use of official receipts and supporting voluntary tax compliance.&nbsp;<\/p>\n\n\n\n<p>According to the government, the&nbsp;programme&nbsp;is designed to encourage the public to issue and request&nbsp;EFD&nbsp;receipts when buying and selling goods and services, supporting the wider use of official receipts while strengthening Tanzania&#8217;s digital tax administration&nbsp;programme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Broader tax reforms continue<\/strong>&nbsp;<\/h2>\n\n\n\n<p>The&nbsp;Tanzania Revenue Authority (TRA)&nbsp;has long encouraged taxpayers to request official receipts through its&nbsp;Electronic Fiscal Devices awareness campaign,&nbsp;stating:&nbsp;&#8220;Whenever you sell, issue receipt. Whenever you buy,&nbsp;demand&nbsp;receipt.&#8221;&nbsp;<\/p>\n\n\n\n<p>Electronic Fiscal Devices automatically generate fiscal receipts and&nbsp;transmit&nbsp;transaction data electronically to the TRA, helping improve <strong>VAT compliance<\/strong>, strengthen transaction&nbsp;reporting&nbsp;and reduce opportunities for tax evasion, according to the&nbsp;TRA&#8217;s Electronic Fiscal Devices information.&nbsp;<\/p>\n\n\n\n<p>The receipt lottery forms part of Tanzania&#8217;s wider digital tax&nbsp;<strong>modernisation&nbsp;programme&nbsp;<\/strong>announced in the&nbsp;2026\/27 Budget. Alongside&nbsp;Tuzo&nbsp;ya&nbsp;Uzalendo, the government is expanding the use of Electronic Fiscal Devices, introducing the&nbsp;Jamii Namba&nbsp;national digital identity system, strengthening digital tax&nbsp;administration&nbsp;and promoting greater use of <strong>electronic payments<\/strong> across the economy. The budget also expands digital payment requirements for selected transactions and sectors as part of wider tax administration reforms, according to the&nbsp;Budget Speech. <\/p>\n\n\n\n<p>Receipt lotteries have been successfully implemented in&nbsp;jurisdictions&nbsp;such as&nbsp;Taiwan, where they have encouraged consumers to request receipts and improved tax compliance.
