The disputed claims involved Shs2.6bn (US$710,000) in winnings.<\/p>\n\n\n\n<p>Speaking during a recent stakeholder engagement, <strong>Denis Mudene Ngabirano<\/strong>, NLGRB chief executive,\u00a0said licensed operators\u00a0generally respond\u00a0promptly to legitimate player claims.\u00a0&#8220;The resolution time depends on the evidence provided by the player, but I can assure you that operators are very responsive, especially when it comes to financial matters,&#8221; Mudene said, according to\u00a0The Observer.\u00a0<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"600\" src=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/DENIS-MUNENE-900x600.jpg\" alt=\"\" class=\"wp-image-10662\" srcset=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/DENIS-MUNENE-900x600.jpg 900w, https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/DENIS-MUNENE-600x400.jpg 600w, https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/DENIS-MUNENE-300x200.jpg 300w, https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/DENIS-MUNENE.jpg 1024w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><figcaption class=\"wp-element-caption\">NLGRB\u2019s Denis Mudene says operators are highly responsive after the majority of betting payout complaints were resolved.&nbsp;<\/figcaption><\/figure>\n<\/div>\n\n\n<p>Mudene also highlighted how Uganda\u2019s <strong>security bond framework <\/strong>protects players in cases of unpaid winnings.&nbsp;&#8220;If a licensed operator fails to pay a legitimate winner, the board can use the operator&#8217;s security bond to compensate the player. Once the bond is used, the operator loses the&nbsp;licence,&#8221; he said.<\/p>\n\n\n\n<p>Under Uganda&#8217;s licensing regulations, betting operators&nbsp;are required to&nbsp;lodge a&nbsp;Shs500m (US$136,000)&nbsp;security bond or bank guarantee as a condition of obtaining a&nbsp;licence. The regulator may draw on the security bond to compensate players if a licensed operator&nbsp;fails to&nbsp;honour&nbsp;a legitimate winning claim.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Revenue, oversight and enforcement strengthened&nbsp;<\/h2>\n\n\n\n<p>According to figures cited by the NLGRB, Uganda&#8217;s regulated gaming sector generated&nbsp;Shs353bn (US$96.7m)&nbsp;in <strong>government revenue<\/strong> during the&nbsp;2024\/25 financial year, while&nbsp;Shs271bn (US$74.2m)&nbsp;had already been collected during the&nbsp;first nine months of the 2025\/26 financial year.&nbsp;<\/p>\n\n\n\n<p>The regulator said its primary focus&nbsp;remains&nbsp;responsible gaming and protecting the public, while acknowledging that the sector\u2019s revenue contribution supports Uganda\u2019s economic transformation.&nbsp;<\/p>\n\n\n\n<p>It also highlighted the <a href=\"https:\/\/focusgn.com\/africa\/uganda-regulator-adopts-tech-led-oversight-as-gaming-revenue-surges-sixfold\" data-type=\"link\" data-id=\"https:\/\/focusgn.com\/africa\/uganda-regulator-adopts-tech-led-oversight-as-gaming-revenue-surges-sixfold\" target=\"_blank\" rel=\"noreferrer noopener\">National Central Electronic Monitoring System<\/a> (NCEMS), which enables real-time oversight of gaming transactions and strengthens regulatory supervision of licensed operators.\u00a0<\/p>\n\n\n\n<p>The complaint resolution framework builds on the wider <strong>technology-led oversight<\/strong> strategy, which has strengthened monitoring,&nbsp;enforcement&nbsp;and player protection across Uganda\u2019s gaming industry.&nbsp;<\/p>\n\n\n\n<p>Beyond payout disputes, authorities have stepped up action against <strong>illegal gambling<\/strong>, seizing more than&nbsp;7,000&nbsp;illegal gaming machines, with over&nbsp;6,000&nbsp;destroyed following court approval.&nbsp;In addition,&nbsp;23&nbsp;illegal online operators have been blocked, while enforcement has led to&nbsp;24&nbsp;prosecutions and&nbsp;21&nbsp;convictions.&nbsp;<\/p>\n\n\n\n<p>The regulator also reported&nbsp;growing&nbsp;uptake of responsible gambling measures, with more than&nbsp;16,000&nbsp;players enrolled in self-exclusion&nbsp;programmes.&nbsp;<\/p>\n\n\n\n<p>Mudene noted continued expansion in online gaming, with more than&nbsp;75 per cent&nbsp;of licensed operators now&nbsp;operating&nbsp;<strong>digital platforms<\/strong>.
