Liberia.- The National Lottery Authority (NLA)<\/strong> of Liberia has revoked the sports betting licence of LIPAY Inc.<\/strong> and ordered the operator to cease operations after an administrative hearing found the company in violation of multiple provisions of Gaming Regulation 001.<\/p>\n\n\n\n

The decision followed proceedings before the 6th Judicial Circuit Court,<\/strong> which established that LIPAY breached Sections 6.4, 6.9, 14.1(b) and 14.1(d) of the country\u2019s gaming regulations. The regulator said the violations included failure to disclose material information, misrepresentation and misuse of its gaming licence, creating the impression that an unlicensed foreign entity was authorised to operate in Liberia, and allowing an unlicensed foreign company to conduct activities outside the terms of its licence.<\/p>\n\n\n\n

The NLA revoked LIPAY’s licence with immediate effect and imposed administrative fines totalling US$10,000, made up of four separate fines of US$2,500 for each violation identified during the hearing. The regulator also barred LIPAY from applying for or obtaining any gaming licence in Liberia for two years. The company was ordered to cover damages relating to licence fees and operational activities conducted during the period of non-compliance, and the judgment must be published in a newspaper at the operator’s expense.<\/p>\n\n\n\n

Pieter L. Solo<\/strong>, NLA director general, said the action reflects the authority\u2019s commitment to enforcing gaming regulations and maintaining oversight of the sector.<\/p>\n\n\n\n

The regulator added that all licensed operators, including those with foreign affiliations, must comply with Liberia\u2019s licensing requirements and regulatory framework. It said it would continue to enforce compliance measures aimed at protecting consumers and maintaining standards within the country\u2019s gaming industry.<\/p>\n\n\n\n
