South Africa.- The South African National Lotteries Commission<\/strong> has described the transition between National Lottery operators as one of the most complex and closely managed processes in gambling regulation.<\/p>\n\n\n\n

NLC commissioner Jodi Scholtz<\/strong> made the remarks during a presentation at the Gaming Tech Summit Africa 2026<\/strong>, where she outlined the regulatory, operational and technological challenges involved in ensuring a seamless handover between outgoing and incoming lottery operators.<\/p>\n\n\n\n

Her comments come shortly after South Africa\u2019s new National Lottery operator officially assumed control<\/a> on June 1, 2026, replacing Ithuba<\/strong>, which had run the lottery for the past eight years.<\/p>\n\n\n\n

Scholtz said such transitions require coordinated oversight across legal, governance, operational and technology frameworks to ensure uninterrupted ticket sales, prize payments and overall service delivery.<\/p>\n\n\n\n

She highlighted technology as a key risk area, noting that systems must undergo extensive testing and verification before full operational control is transferred. These measures, she said, are essential to protecting system integrity and maintaining public confidence.<\/p>\n\n\n\n

Governance and accountability were also identified as central pillars of the process, with legislative requirements, financial controls and contractual obligations forming the backbone of effective transition management.<\/p>\n\n\n\n

Scholtz further pointed to the retail network as the frontline of continuity, stressing that retailer readiness, equipment upgrades and staff training are essential to ensuring smooth operations and avoiding disruptions for players.<\/p>\n\n\n\n

She added that player protection remained a key focus, particularly in relation to prize payouts, responsible gaming measures and the safeguarding of personal data during the handover period.<\/p>\n\n\n\n

The commissioner further pointed to the importance of risk management and contingency planning, noting that system digitalisation, cybersecurity threats and reputational risks require continuous monitoring and coordinated responses.<\/p>\n\n\n\n

According to Scholtz, successful lottery operator transitions depend on early planning, clearly defined responsibilities, strong stakeholder coordination and transparent communication with the public.<\/p>\n\n\n\n

She added that lessons from both local and international experiences show that well-managed transitions are essential not only for operational stability, but also for sustaining long-term trust in the national lottery system.<\/p>\n\n\n
