Mtsweni said regulatory certainty plays a key role in attracting investment.

Kenya.- The chief executive officer of the Mpumalanga Economic Regulator, Vusi Mtsweni, has called for gambling regulations that support industry growth while protecting consumers, saying effective regulation and business development should be viewed as complementary objectives rather than competing priorities.

Speaking at the Gaming Tech Summit Africa 2026 in Nairobi, Kenya, Mtsweni said regulatory certainty plays a key role in attracting investment and stimulating economic growth within the gaming sector.

He noted that successful regulation requires a combination of transparent processes and robust enforcement measures to combat illegal activities, adding that a stable regulatory environment builds confidence among investors and operators.

Mtsweni also highlighted the growing importance of technology and data in modern regulation, saying that data-driven oversight can strengthen compliance, improve decision-making, and enhance consumer protection.

According to him, sustainable industry development depends on collaboration between regulators, law enforcement agencies, industry stakeholders, and technology providers. Such cooperation, he said, is essential to addressing emerging challenges and maintaining the integrity of regulated markets.

He further stressed the importance of responsible gaming initiatives, consumer protection measures, youth safeguards, and public awareness campaigns in maintaining public trust in the sector.

Mtsweni said the role of regulators is evolving beyond traditional oversight functions, with modern regulatory authorities expected to be digitally enabled, transparent, and responsive, while also supporting long-term industry sustainability and public confidence.
