The regulator has forecast operating revenue of P108m (US$7.9m) for the 2025/26 financial year as it pursues a long-term self-sustainability strategy and reduces its reliance on government funding.

The projection was presented to the Parliamentary Standing Committee on Statutory Bodies and State Enterprises as the Authority continued efforts to strengthen internally generated revenue streams. Speaking before the committee on May 21 2026, acting chief executive officer Moruntshi Kemorwale said the regulator had progressively expanded its revenue base since its establishment.

Established in 2016, the Authority initially relied on government funding but has since increased self-generated revenue through licensing fees, monitoring fees, promotional competitions, service fees and other regulatory income streams. “Currently, we are engaging the Board to reduce government subvention by 50 per cent, from P30m (US$2.2m) to P15m (US$1.1m), in the shortest time,” said Kemorwale, according to Daily News.

Gambling Authority’s Moruntshi Kemorwale presented plans to strengthen the regulator’s financial independence and increase internally generated revenue.

The strategy has been supported by a sharp increase in regulatory income. Chief finance officer Tshepang Magang said the regulator was gradually reducing reliance on government funding and expected the Authority to become “fully self-sustaining by 2028“, according to a Business Weekly & Review report published on May 28.

Industry growth drives expansion

The projections come against the backdrop of broader growth in Botswana’s regulated gambling market. Those figures reflect revenue generated by licensed gambling operators, while the Gambling Authority’s latest forecast relates to its own operating income derived from regulatory, licensing and related fees.

In January 2026, the Authority reported that more than 400 jobs had been created through casinos and newly licensed bookmakers, with further growth expected across betting and gaming operations.

Alongside its financial objectives, the regulator said it continued to prioritise responsible gambling initiatives.
