{"id":25812,"date":"2026-05-29T07:18:24","date_gmt":"2026-05-29T10:18:24","guid":{"rendered":"https:\/\/focusgn.com\/africa\/?p=25812"},"modified":"2026-06-02T02:08:23","modified_gmt":"2026-06-02T05:08:23","slug":"zimbabwe-committee-targets-june-implementation-of-bookmaker-levy-hike","status":"publish","type":"post","link":"https:\/\/focusgn.com\/africa\/zimbabwe-committee-targets-june-implementation-of-bookmaker-levy-hike","title":{"rendered":"Zimbabwe committee targets June implementation of bookmaker levy hike"},"content":{"rendered":"\n<p>Parliamentary committee recommends end-of-June timeline for proposed levy increase as lawmakers seek to expand funding for community development initiatives.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Zimbabwe.- Zimbabwe&#8217;s proposed increase in the levy paid by <strong>licensed bookmakers<\/strong> could move a step closer to implementation after a parliamentary committee recommended that the measure take effect by the end of June.<\/p>\n\n\n\n<p>The committee reportedly recommended increasing the levy \u201cfrom 2 per cent to at least <strong>4 per cent<\/strong> by the end of next month\u201d, providing an indication of a proposed implementation timeline for the measure, according to Bulawayo24.<\/p>\n\n\n\n<p>The recommendation emerged from a report by the Parliamentary Portfolio Committee on Defence, Home Affairs, Security Services and War Veterans Affairs, chaired by Exevia Maoneke, which proposed increasing the levy collected through the <strong>Lotteries and Gaming Board (LGB)<\/strong> from 2 per cent to 4 per cent.<\/p>\n\n\n\n<p>Lawmakers argued that additional funding would strengthen the LGB\u2019s capacity to support community development projects following parliamentary reviews of <strong>healthcare, education and housing<\/strong> initiatives funded through the current levy system.<\/p>\n\n\n\n<p>In its report to Parliament, the committee said: \u201cThe committee recommended that the levy collected from licensed bookmakers be increased from 2 per cent to at least 4 per cent to strengthen the Board\u2019s <strong>resource base<\/strong>.\u201d<\/p>\n\n\n\n<p>The committee&#8217;s review also highlighted a number of <strong>governance and operational challenges<\/strong> affecting projects supported by levy funding. Among the issues identified were delays in housing-plan approvals, concerns over the sustainability of completed developments and inefficiencies linked to the LGB board meeting only once every four months.<\/p>\n\n\n\n<p>The findings followed <strong>parliamentary inspections<\/strong> of projects in Mutasa, Gutu, Zaka, Lupane and Kadoma.
