The figures were disclosed during the opening of the recent African Lotteries Association (ALA) seminar in Dakar.<\/p>\n\n\n\n<p>Lottery leaders and gaming stakeholders gathered at the event under the theme \u201cDevelopment and innovation of <strong>African lotteries<\/strong>\u201d. Addressing delegates, Diba said the Senegalese government was prioritising domestic resource generation amid growing budgetary pressure.<\/p>\n\n\n\n<p>\u201cIn a context marked by resource scarcity and increasing budgetary pressure, the Government of the Republic of Senegal has opted for <strong>diversification<\/strong> and strengthening the mobilisation of domestic resources,\u201d the minister said, according to Seneweb.<\/p>\n\n\n\n<p>Diba also referred to <a href=\"https:\/\/focusgn.com\/africa\/senegal-officially-rolls-out-new-20-per-cent-gambling-tax\" target=\"_blank\" rel=\"noreferrer noopener\">taxation measures<\/a> introduced in the gambling sector in 2025. \u201cIt is within this framework that the introduction of <strong>double taxation<\/strong> of the gambling sector took place in 2025,\u201d he stated, adding that the measures were intended to \u201csupport the mobilisation effort and better regulate this rapidly growing sector.\u201d<\/p>\n\n\n\n<p>According to the minister, \u201c40,900,000,000\u201d had been mobilised during the first quarter of 2026, representing a <strong>coverage rate of 71 per cent<\/strong>. \u201cThe results observed so far demonstrate the sector&#8217;s dynamism and its potential for resource mobilisation,\u201d Diba said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">LONASE praised amid reforms<\/h2>\n\n\n\n<p>During the seminar, Diba also praised the National Lottery of Senegal (LONASE) and its director general <strong>Toussaint Manga,<\/strong> for supporting the government\u2019s objectives through innovation and sector reforms. \u201cI commend the work of the Director General of LONASE and congratulate him on the innovations implemented and for his participation in putting the government&#8217;s directives into practice,\u201d said the minister.<\/p>\n\n\n\n<p>Diba added that proceeds generated from the sector had been directed towards public spending priorities. \u201cThese resources from this mobilisation have been <strong>reinvested in the social priorities<\/strong> of the State, in a constrained budgetary context,\u201d he said.<\/p>\n\n\n\n<p>Diba said, \u201ca large part of games are now carried out online in a digitised environment, often cross-border,\u201d according to seminar transcript remarks published on Dailymotion. He additionally called for \u201cstrengthening online operational <strong>traceability tools<\/strong>, improving revenue collection mechanisms and establishing appropriate cooperation frameworks, particularly in the perspective of cross-border criminality.\u201d<\/p>\n\n\n\n<p>He also urged the ALA to continue supporting cooperation and <strong>innovation <\/strong>across the continent\u2019s lottery sector. \u201cThe ALA has a decisive role to play: that of uniting the actors, serving as a vanguard, but also as a framework for consultation and formulation of innovative solutions adapted to our African realities,\u201d he said.<\/p>\n\n\n\n<p>Diba also warned about the dangers of online gaming among younger users, saying there were growing concerns around child protection.
