{"id":24843,"date":"2026-05-14T04:53:53","date_gmt":"2026-05-14T07:53:53","guid":{"rendered":"https:\/\/focusgn.com\/africa\/?p=24843"},"modified":"2026-05-15T05:41:41","modified_gmt":"2026-05-15T08:41:41","slug":"investigation-flags-alleged-failures-in-r66m-netball-south-africa-lottery-grant-approval","status":"publish","type":"post","link":"https:\/\/focusgn.com\/africa\/investigation-flags-alleged-failures-in-r66m-netball-south-africa-lottery-grant-approval","title":{"rendered":"South Africa investigates US$3.5m netball lottery grant"},"content":{"rendered":"\n<p>South Africa\u2019s lottery watchdog has been drawn into a fresh governance dispute after a forensic report raised possible maladministration and gross negligence in the approval of a R66m grant for Netball South Africa.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>South Africa.- An investigation commissioned by South Africa\u2019s <strong>National Lotteries Commission (NLC)<\/strong> has recommended possible civil action to recover losses linked to a <strong>R66m<\/strong> (US$3.5m) grant awarded to <strong>Netball South Africa<\/strong> for the construction of netball courts linked to the <strong>2023 Netball World Cup <\/strong>legacy programme.<\/p>\n\n\n\n<p>The forensic review, conducted by <strong>Open Water Advanced Risk Solutions<\/strong>, found indications of possible maladministration or gross negligence by members of the NLC\u2019s <strong>Sport and Recreation Distributing Agency (SRDA)<\/strong>, the body responsible for adjudicating lottery-funded sports grants.<\/p>\n\n\n\n<p>According to local media outlet GroundUp, investigators advised the NLC to consider civil recovery proceedings against former SRDA members if financial losses are confirmed. The matter has also been referred to South Africa\u2019s <strong>Special Investigating Unit (SIU)<\/strong>, which is reviewing grant records, contracts and a recording of the meeting where the funding was approved.<\/p>\n\n\n\n<p>The grant formed part of post-tournament legacy plans following the 2023 Netball World Cup, hosted in Cape Town. Netball South Africa had initially requested R11.9m (US$643.790) to build 20 all-weather courts across four provinces and fund training activities.<\/p>\n\n\n\n<p>However, the SRDA approved a significantly larger package. The final allocation included R60m (\u20ac3m) for the construction of 65 courts across all nine provinces, R3m (\u20ac150,000) for branding and marketing, and another R3m (\u20ac150,000) for training programmes involving umpires, coaches and administrators.<\/p>\n\n\n\n<p>The NLC later <a href=\"https:\/\/focusgn.com\/africa\/lottery-commission-stops-r66m-netball-project-payments-over-compliance-concerns\" target=\"_blank\" rel=\"noreferrer noopener\">halted two planned payments<\/a> of R21m (\u20ac1.05m) each after internal monitoring officials identified concerns regarding the adjudication process and implementation of the project. By that stage, R24m (\u20ac1.2m) had already been released, including funds for branding and construction activities.<\/p>\n\n\n\n<p>The regulator has since confirmed that disciplinary measures were taken against certain officials identified in the forensic report, although it has not disclosed names or outcomes.<\/p>\n\n\n\n<p>Netball South Africa president <strong>Mami Diale <\/strong>said the federation did not expect the funding increase and confirmed that only five construction sites have so far been certified as practically complete. The organisation stated that R14.3m (\u20ac715,000) had been paid to contractors before payments were frozen.<\/p>\n\n\n\n<p>Five companies were contracted to deliver the project, including four construction firms and one national project manager. Their contracts, worth more than R57m (\u20ac2.85m), are now under SIU scrutiny alongside a separate R3m (\u20ac150,000) branding agreement.<\/p>\n\n\n\n<p>However, former SRDA member <strong>Harold Adams<\/strong> rejected the forensic findings and argued that responsibility lies with the NLC\u2019s implementation and monitoring divisions rather than the adjudication committee.
