Regulator and tax authority align on compliance, player protection and industry credibility as Uganda’s gaming market expands.

Uganda.- Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB) is strengthening collaboration with the Uganda Revenue Authority (URA) as part of wider efforts to support sustainable growth, improve industry credibility and create a stronger operating environment for licensed gaming businesses.

NLGRB Chairman Kenneth Kitariko led a delegation of board members and senior management to meet URA Commissioner General John Musinguzi and his team on April 24, with discussions centred on operator compliance, tax obligations, enforcement efforts, National Central Electronic Monitoring System (NCEMS) integration and other key sector priorities.

“Collaboration is not optional, it is fundamental. We cannot regulate what we cannot see, and we cannot collect what we cannot verify,” said Kitariko during the NLGRB’s Board of Directors’ visit to Uganda Revenue Authority.

The visit focused on improving oversight of licensed operators, strengthening enforcement efforts and ensuring more accurate tax reporting through enhanced system integration, reflecting wider efforts to modernise Uganda’s gaming ecosystem and improve transparency across the sector.

URA’s Musinguzi commended the gaming Board for its work in regulating the sector. He said: “The gaming industry is among the fastest growing sectors and therefore both agencies need to strengthen collaboration and improve systems to foster compliance, enforcement and fulfil their mandates.”

The NCEMS continues to play a key role in improving sector oversight, giving regulators greater visibility into gaming activity and supporting more effective revenue collection and compliance monitoring. The system allows the Board to track gaming transactions in real time, helping to reduce revenue leakages, improve tax transparency and strengthen enforcement against unlicensed or non-compliant operators. Ugandan lawmakers have previously linked the platform to improved accountability across the sector and stronger government revenue performance.

The Board said success would be measured by stronger player protection initiatives and revenue performance, reinforcing the shared goal of building a more sustainable and accountable gaming industry.

As Uganda’s gaming market continues to expand, the latest engagement highlights efforts to align regulation, tax compliance and player protection with sustainable industry growth and stronger public revenue performance.
