Uganda\u2019s National Lotteries and Gaming Regulatory Board is strengthening digital monitoring and enforcement as gaming revenue rises.<\/p>\n\n\n\n\n\n\n\n

Uganda.- Uganda\u2019s gaming regulator is strengthening technology-driven oversight<\/strong> as the country\u2019s gambling sector expands, with revenue increasing sixfold over the past five years.<\/p>\n\n\n\n

As the regulator expands its technology-driven oversight, the National Lotteries and Gaming Regulatory Board <\/strong>(NLGRB) statistics show that gaming revenue increased from UGX50.6bn (\u20ac12.6m) in FY2019\/20 to UGX323bn (\u20ac80.8m) in FY2024\/25. NLGRB Chief Executive Officer Denis Mudene <\/strong>said: \u201cIn recent years, the NLGRB has deliberately repositioned itself as a technology-led regulator.\u201d<\/p>\n\n\n\n

A central part of the regulator\u2019s strategy is the use of digital monitoring systems to oversee licensed operators. Mudene added: \u201cA key pillar of this approach is the National Central Electronic Monitoring System<\/strong> (NCEMS), which provides centralised oversight of licensed operators.\u201d<\/p>\n\n\n\n

He noted that the system improves \u201ctax compliance, operational transparency, and enforcement of responsible gaming standards”.<\/p>\n\n\n\n

Regulation and enforcement<\/h2>\n\n\n\n

The regulator has also introduced strengthened player protection<\/strong> measures as part of its evolving regulatory framework. Mudene said the measures would \u201csignificantly enhance player protection\u201d, citing mandatory responsible gaming messages, strict age-verification requirements and the introduction of self-exclusion and restricted persons registers.<\/p>\n\n\n\n

However, he acknowledged challenges linked to offshore operators<\/strong> and digital advertising. Mudene said: \u201cThe main obstacle to effective player channelisation in Uganda\u2019s gaming industry remains the borderless nature of online advertising.\u201d<\/p>\n\n\n\n

He added that offshore operators can reach Ugandan players while bypassing consumer protection <\/strong>standards, tax obligations and responsible gaming requirements.<\/p>\n\n\n\n

Alongside digital oversight, the regulator has also carried out enforcement operations targeting illegal gaming machines. Recent action included Operation Mashine Haramu,<\/strong> an enforcement operation conducted with police following reports of increased illegal activity.<\/p>\n\n\n
