In a parliamentary vote this week, the <strong>Chamber of Deputies<\/strong> approved a sweeping new tax law that will significantly reshape the sector&#8217;s economic and regulatory landscape.<\/p>\n\n\n\n<p>The new legislation was passed during a plenary session and mandates that 50 per cent of net profits from gambling activities flow directly into the <strong>National Treasury<\/strong>, signalling the Rwandan government&#8217;s intent to harness the industry&#8217;s financial potential for public good.<\/p>\n\n\n\n<p>In addition, the<strong> tax on players&#8217; winnings<\/strong> has surged from 15 per cent to 25 per cent, and operators will now be required to fork out over 40 per cent of the difference between revenues and payouts.<\/p>\n\n\n\n<p><strong>Godfrey Kabera<\/strong>, Minister of State in charge of the National Treasury, was clear about the government&#8217;s intent: &#8220;The gambling sector holds economic value, we want to promote it, not shut it down. The key is not to deprive operators, but to help them function in a way that doesn&#8217;t harm people&#8217;s well-being.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The bigger strategy<\/h2>\n\n\n\n<p>Far from a crackdown, the move is part of a broader strategy to formalise and regulate what was once a loosely governed space. The legislation also ropes in digital service providers, who must now pay a 1.5 per cent tax on all Rwanda-based revenues &#8211; a sign of the growing footprint of <strong>online gaming<\/strong> platforms.<\/p>\n\n\n\n<p>The push for reform was led by the <strong>Committee on National Budget and Patrimony<\/strong>, whose Chairperson, <strong>Uwamariya Odette<\/strong>, emphasised the need for structured oversight.<\/p>\n\n\n\n<p>&#8220;Gambling is practised worldwide. That&#8217;s why we established a regulatory law in 2021&#8230;the state must regulate it,&#8221; she stated.<\/p>\n\n\n\n<p>Still, lawmakers remained divided.
