Authorities defended the measure as a necessary step to boost <strong>government revenue<\/strong> and strengthen the national budget.<\/p>\n\n\n\n<p>The law, effective January 1, 2026, requires<strong> LONATO<\/strong>, Togo\u2019s National Lottery operator, to automatically withhold the 5 per cent tax at payout and remit it to the <strong>Togolese Revenue Authority<\/strong> (OTR). This deduction is part of the 2026 finance law\u2019s <strong>compliance<\/strong> and digital reporting requirements.<\/p>\n\n\n\n<p>Players expressed <strong>frustration <\/strong>over the new levy. \u201cWhen I win, I already have to share with the <strong>state<\/strong>, even though I take the risk of playing. It\u2019s not motivating,\u201d said a player, according to Icilome. Another added: \u201cIt\u2019s <strong>unfair<\/strong> that only winnings above CFA500,000 are taxed.
