The meeting focused on enhancing cooperation between the Board and the URA to ensure the successful implementation of the NCEMS.<\/p>\n\n\n\n\n\n\n\n

Uganda.- Uganda\u2019s gambling regulator, the National Lotteries and Gaming Regulatory Board (NLGRB)<\/strong>, held a stakeholder meeting with officials from the Uganda Revenue Authority (URA)<\/strong> to advance the implementation of the National Central Electronic Monitoring System (NCEMS)<\/strong>. <\/p>\n\n\n\n

The engagement, held on January 28, brought together NLGRB\u2019s regulatory compliance and IT teams with representatives from URA\u2019s gaming unit to review the system\u2019s practical operation, clarify each agency\u2019s responsibilities and explore ways to strengthen collaboration.<\/p>\n\n\n\n

The meeting focused on enhancing cooperation between the Board and the URA to ensure the successful rollout of the NCEMS. Participants also received refresher training on how to monitor and correct variations in data submitted by gaming operators.<\/p>\n\n\n\n

The NCEMS, launched in 2024<\/strong>, monitors gaming transactions and promotes transparency, accountability and regulatory oversight. Integrated with licensed operators\u2019 systems, it collects real-time data on transactions, bets, player activity, financial flows and equipment performance across all operations. The system includes several components, such as an Online Reporting Module<\/strong>, designed to track gambling activity, highlight data discrepancies, detect problem gambling and support player protection.<\/p>\n\n\n\n

The session demonstrated how joint efforts between government authorities can safeguard public revenue, strengthen regulatory enforcement and build trust in the gaming industry. It also provided a platform to explain how NCEMS data can support compliance checks and enforcement for both NLGRB and URA.<\/p>\n\n\n\n

Ongoing cooperation between NLGRB and URA is expected to help manage the sector\u2019s expansion while maintaining effective digital oversight. The gambling regulator plans to continue engaging with key stakeholders to ensure the smooth functioning of the NCEMS and fulfill its mandate of protecting the public from gambling-related harm.<\/p>\n\n\n
