{"id":16209,"date":"2026-01-15T08:53:29","date_gmt":"2026-01-15T11:53:29","guid":{"rendered":"https:\/\/focusgn.com\/africa\/?p=16209"},"modified":"2026-04-19T10:02:11","modified_gmt":"2026-04-19T13:02:11","slug":"president-mahama-orders-full-review-of-nla-kgl-technology-agreements","status":"publish","type":"post","link":"https:\/\/focusgn.com\/africa\/president-mahama-orders-full-review-of-nla-kgl-technology-agreements","title":{"rendered":"President Mahama orders full review of NLA-KGL Technology agreements"},"content":{"rendered":"\n<p>The development follows reports from The Fourth Estate, a journalism group, which highlighted issues in the agreements in 2025.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Ghana.- Ghana\u2019s President <strong>John Dramani Mahama<\/strong> has instructed officials to carry out a full review of the licensing agreements between the <strong>National Lottery Authority (NLA) <\/strong>and <strong>KGL Technology Limited<\/strong>, a subsidiary of the <strong>KGL Group<\/strong>. <\/p>\n\n\n\n<p>The directive targets contracts signed in 2024 that grant KGL exclusive rights to operate the NLA\u2019s popular <strong>5\/90 lottery game <\/strong>through online platforms and mobile short codes in <strong>Ghana, Nigeria and C\u00f4te d\u2019Ivoire<\/strong>.<\/p>\n\n\n\n<p>The order came in a letter dated <strong>December 24, 2025<\/strong> from the president\u2019s office to the Ministry of Finance. It calls for an examination of the deals\u2019 legal foundation, duration, financial arrangements and compliance with <strong>Ghana\u2019s Constitution, Public Procurement Act<\/strong> and <strong>National Lottery Act<\/strong>. A team led by the Attorney-General, working with the Finance Minister and the minister overseeing the NLA, will manage the process and recommend changes if necessary.<\/p>\n\n\n\n<p>President Mahama\u2019s action follows reports from <strong>The Fourth Estate<\/strong>, a journalism group, which highlighted issues in the agreements in 2025. Their findings revealed that after deals with KGL commenced in <strong>2019<\/strong>, the NLA\u2019s payments to the government\u2019s main fund plummeted from <strong>GH\u00a237.1m (\u20ac2.97m) in 2018<\/strong> to <strong>nil between 2022 and 2024<\/strong>. Meanwhile, KGL reported <strong>a<\/strong> <strong>profit of GH\u00a270m<\/strong> (\u20ac5.6m) from its NLA-related operations in 2024.<\/p>\n\n\n\n<p>The review will examine revenue sharing, fees, exclusive rights and potential risks to the state, as well as obligations regarding performance, transparency, data management and audit access.<\/p>\n\n\n\n<p>With the government having previously ruled out terminating the contracts outright, the review aims to ensure the agreements serve the public interest, provide fair value and comply with regulations. Where concerns emerge, renegotiation may target higher government returns, better monitoring and stronger NLA control.<\/p>\n\n\n\n<p>In a statement signed by <strong>Razak Kojo Opoku<\/strong>, an external consultant for KGL Technology, the company said it welcomed the move, noting that it aligns with the contracts\u2019 three-year review requirement.
