The fund, called the Enugu State Gaming and Lottery Commission Charitable Trust Fund, will direct revenue from the gaming industry towards supporting public services and community initiatives.

The fund generates money through two primary sources: 50 per cent of all unclaimed winnings from lotteries, bets and other games, and a mandatory Good Cause Levy on licensed operators. Commission CEO Prince Arinze Arum explained the funding model at a recent press conference: “A portion of all industry revenue, including 50 per cent of unclaimed winnings and the Good Cause Levy, will be channelled into public projects,” he said.

The money is allocated to specific initiatives that benefit residents, including health, such as clinic upgrades or medical supplies, education, like school repairs or student materials, security and infrastructure. Arum noted that this lets the gaming sector “contribute directly and visibly to the common good”, turning industry earnings into practical support for people across Enugu.

The setup became effective January 1, 2026, marking the start of the new law. The commission plans to publish the full law text on its website soon.
