ISJ data, referenced in a Revista Outside report, states: \u201cAngola is moving in the opposite direction to <strong>global<\/strong> digital trends: physical and <strong>territorial <\/strong>betting <strong>exploded<\/strong> 274 per cent in the third quarter of 2025, while remote gaming revenues collapsed 54 per cent over the same period.\u201d<\/p>\n\n\n\n<p>The report also highlighted the enduring appeal of in-person gaming. \u201cTerritorial physical games &#8211;<strong> kiosks<\/strong>, lotteries and shop-based outlets &#8211; <strong>jumped<\/strong> from Kz1.267bn (\u20ac1.18m) to Kz4.734bn (\u20ac4.43m), confirming an overwhelming <strong>preference<\/strong> for in-person betting.\u201d<\/p>\n\n\n\n<p><strong>Online betting<\/strong>, by contrast, fell 54 per cent over the same period, dropping from Kz2.047bn (\u20ac1.91m) in Q3 2024 to Kz933m (\u20ac870,000) in Q3 2025. <strong>Tax <\/strong>collections from online platforms also <strong>declined <\/strong>sharply, with prize taxes down 70.7 per cent (from Kz602m (\u20ac563,000) to Kz176m (\u20ac164,000)) and <strong>gross-revenue<\/strong> tax falling 47.6 per cent (from Kz1.445bn (\u20ac1.35m) to Kz756m (\u20ac706,000)).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cash and kiosks power betting market<\/h2>\n\n\n\n<p>Total licenced-gaming receipts in Q3 2025 exceeded Kz6.835bn (\u20ac6.39m), reflecting continued fiscal growth and the dominant<strong> contribution<\/strong> of physical outlets to the market. This total includes additional <strong>licensed<\/strong> gaming activities beyond <strong>standard<\/strong> online and territorial revenue.<\/p>\n\n\n\n<p>The <strong>advantages<\/strong> of physical betting contributed to the surge. The report said: \u201cIt does not require an internet connection, as all wagers are placed in person. <strong>Payments<\/strong> are made in <strong>cash<\/strong>, so no bank card is needed, and players can rely on<strong> physical trust<\/strong>, with each kiosk staffed by a person and providing a paper receipt for every bet.&#8221;<\/p>\n\n\n\n<p>The network of territorial outlets is <strong>extensive<\/strong>, with 257 locations operated by four companies across popular neighbourhoods. The report added: &#8220;Betting is also highly <strong>accessible<\/strong>, with minimum wagers ranging from Kz100 (\u20ac0.09) to Kz500 (\u20ac0.47), compared with Kz1,000 (\u20ac0.94) to Kz2,000 (\u20ac1.87) for online platforms.\u201d<\/p>\n\n\n\n<p>High mobile-data costs, <strong>limited connectivity<\/strong> and regulatory requirements continue to favour cash-based, in-person betting, making physical outlets the backbone of Angola\u2019s gaming market.<\/p>\n\n\n\n<p>The<strong> trend<\/strong> underscores a clear lesson for <strong>operators<\/strong> and <strong>regulators<\/strong> in Angola and across African markets, according to the report, that digital-first<strong> strategies<\/strong> may not always succeed where connectivity, data costs and <strong>consumer trust <\/strong>in cash-based systems remain critical.
