The 0.5\u202fper cent <strong>Tax on Money Transfers<\/strong> (TTA) marks a significant shift in the country\u2019s <strong>digital payments<\/strong> landscape. <\/p>\n\n\n\n<p>The tax is part of Senegal\u2019s broader Economic and Social Recovery Plan (PRES), aimed at modernising<strong> revenue<\/strong> collection and consolidating fiscal resources. The 0.5\u202fper cent TTA adds a new cost to every <strong>deposit<\/strong> and <strong>withdrawal<\/strong> used for gambling, reducing net returns and making frequent, low-value play more <strong>expensive <\/strong>for online <strong>bettors<\/strong>.<\/p>\n\n\n\n<p><strong>Orange Finances Mobiles S\u00e9n\u00e9gal<\/strong> (OFMS) is the first <strong>operator<\/strong> to confirm the 0.5\u202fper cent TTA, promulgated on October 2 and set for collection from December 17. \u201cThe Tax on Money Transfers (TTA) will come into effect on Wednesday, December 17, in accordance with <strong>Law n\u00b02025\u201117<\/strong> of September 27 2025, amending the General Tax Code,\u201d said OFMS, according to Senego.com.<\/p>\n\n\n\n<p>The tax applies to transfers<strong>, payments<\/strong> and withdrawals made via mobile money. It is capped at FCFA2\u202f000 (\u20ac3.05) per transaction, with <strong>exemptions<\/strong> for withdrawals of up to FCFA20\u202f000 (\u20ac30.50) per 24-hour period, cash deposits, salary payments and scholarship disbursements. <strong>Transactions<\/strong> above these <strong>thresholds<\/strong> are taxed, but no transaction will incur more than FCFA2\u202f000 (\u20ac3.05).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Gamblers face double tax burden<\/h2>\n\n\n\n<p>For <strong>online gamblers<\/strong>, the timing is challenging. A 20 per cent tax on gambling winnings was applied across physical channels since November 1 and on digital platforms since November 15, automatically <strong>deducted<\/strong> at pay-out by the Senegalese National Lottery. Together, these levies mean bettors are now taxed on the money they deposit or withdraw and on the <strong>winnings<\/strong> they collect, reducing net returns and increasing the cost of regulated play.<\/p>\n\n\n\n<p>Experts warn the combined effect could push some users toward <strong>unregulated<\/strong> or <strong>offshore<\/strong> platforms. Industry groups, including the National Association of Payment Institutions, previously warned that the levy could reduce mobile money usage and proposed <strong>alternative<\/strong> taxes on operators\u2019 revenues instead.<\/p>\n\n\n\n<p>Orange Money is the <strong>first <\/strong>provider to publicly confirm the December 17 <strong>rollout<\/strong>.
