Issued under Section 5(d) of the Lotteries and Gaming Act, Cap 334, the directives aim to enhance safe and <strong>responsible play<\/strong> while minimising risks associated with gaming.<\/p>\n\n\n\n<p>The Responsible Gaming Directives is a detailed seven-page document outlining all <strong>legal obligations<\/strong> for operators, while a one-page <strong>public notice<\/strong> serves as a summary guide highlighting key rules and <strong>safeguards<\/strong>.<\/p>\n\n\n\n<p>The directives, signed on October 16 and officially released on November 14, 2025, apply to all <strong>operators<\/strong> offering gaming and <strong>betting <\/strong>activities, both land-based and online, and emphasise strict adherence to their requirements. The directive states: \u201cEvery <strong>licensee<\/strong> shall maintain a Responsible Gaming Policy committing to responsible gaming, player <strong>protection<\/strong> and harm minimisation.\u201d<\/p>\n\n\n\n<p>Operators must ensure all <strong>employees<\/strong> are trained on responsible gaming, problem gambling and available support tools. The document added: \u201cEvery licensee shall ensure that all employees, including new hires, receive <strong>annual training<\/strong> on responsible gaming.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"570\" height=\"600\" src=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/11\/DIRECT-1-1-2-570x600.jpg\" alt=\"\" class=\"wp-image-13411\" srcset=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/11\/DIRECT-1-1-2-570x600.jpg 570w, https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/11\/DIRECT-1-1-2.jpg 793w\" sizes=\"auto, (max-width: 570px) 100vw, 570px\" \/><figcaption class=\"wp-element-caption\">Uganda\u2019s NLGRB public notice, summarising the Responsible Gaming Directive, highlights the key rules for safer, responsible gambling.<\/figcaption><\/figure>\n\n\n\n<p>Player protections include<strong> self-exclusion<\/strong>, deposit and time limits and marketing restrictions to give players more <strong>control<\/strong>. \u201cA licensee shall enforce self-exclusion and refuse service to excluded persons; prevent marketing materials from reaching <strong>excluded<\/strong> persons; remove excluded persons from marketing databases within two days of notification; close accounts of excluded persons and <strong>refund<\/strong> balances; prevent access to gaming or betting services during the exclusion period,\u201d stated the guidelines.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Rules and penalties protect players<\/h2>\n\n\n\n<p>The directives also include employee eligibility standards, barring <strong>underage<\/strong> individuals, politically exposed persons, restricted persons or anyone with a criminal<em> <\/em>conviction. Operators must <strong>display <\/strong>responsible gaming information, including helplines, treatment resources and game rules.<\/p>\n\n\n\n<p><strong>Credit <\/strong>and promotions that encourage repeated gambling are prohibited, ensuring incentives support responsible play. Online operators must display<strong> licence info<\/strong>, contact details, age warnings, the slogan \u201cBetting is addictive and can be psychologically harmful\u201d, elapsed playtime and links to dispute resolution, self-exclusion forms and treatment resources. <strong>Alcohol <\/strong>restrictions prevent service or participation by visibly intoxicated individuals.<\/p>\n\n\n\n<p><strong>Fines<\/strong>, surcharges and possible licence<strong> suspension<\/strong> or revocation enforce compliance. The directive states: \u201cAny licensee who fails to comply with these Directives commits a <strong>breach <\/strong>of licence conditions. The Board may impose an express fine on the licensee for each breach, not exceeding forty-eight (48) currency points.
