The move is aimed at improving <strong>transparency<\/strong>, protecting participants and ensuring <strong>compliance<\/strong> across all promotional activities, with the announcement issued on October 28.<\/p>\n\n\n\n<p>ISJ, the country\u2019s official gambling regulator, oversees <strong>casinos, lotteries<\/strong>, promotional games, raffles and contests, enforcing Angolan gaming law and promoting <strong>integrity<\/strong> in the sector.<\/p>\n\n\n\n<p>The ISJ stated in an official notice: \u201cThe ISJ hereby informs all <strong>public<\/strong> and <strong>private entities<\/strong>, whether for-<strong>profit<\/strong> or non-profit, of the requirement to obtain <strong>prior authorisation<\/strong> for carrying out games of chance, raffles and contests that result in the awarding of <strong>prizes<\/strong>.\u201d<\/p>\n\n\n\n<p>Under the new rules, any organisation, whether a<strong> business<\/strong>, <strong>community group<\/strong> or non-profit, must submit requests for approval at least <strong>30 days<\/strong> before launching a prize-based activity. All applications must be submitted through the Gaming Supervision System at <a href=\"www.ssj.minfin.gov.ao\">www.ssj.minfin.gov.ao<\/a>, allowing ISJ to track and <strong>monitor<\/strong> every event. Organisers are warned that &#8220;<strong>no last-minute giveaways<\/strong> or pop-up competitions&#8221; will be allowed without regulatory oversight.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Skill-based games also subject to ISJ rules<\/strong><\/h2>\n\n\n\n<p>The regulator clarified that this<strong> requirement<\/strong> applies to games where prizes depend on skill, knowledge or ability, as defined in <strong>Article 51(3) of Law No. 17\/24<\/strong> on Gaming Activities.<\/p>\n\n\n\n<p>The notice added: \u201cThe ISJ reiterates its full <strong>readiness<\/strong> to support promoters in strict compliance with <strong>applicable legislation<\/strong>, in order to foster transparency, reliability and <strong>confidence<\/strong> in promotional gaming activities conducted throughout the national territory.\u201d<\/p>\n\n\n\n<p>The announcement underscores Angola\u2019s <strong>commitment<\/strong> to strengthening gaming oversight and aligns with a broader regional trend across Africa, where regulators are cracking down on <strong>unlicensed promotions<\/strong> and prize-based activities.
