Total igaming and betting revenue reached<strong> \u20ac73.48m<\/strong> in the first half of 2025 and is projected to hit<strong> \u20ac150m<\/strong> by year-end, according to the October Benin igaming Market Research report.<\/p>\n\n\n\n<p>Millions of new internet users are gaining access to <strong>high-speed mobile networks<\/strong>, while landmark legal reforms make the sector safer and more attractive to both local and international operators, according to the report.<\/p>\n\n\n\n<p>As of 2025, Benin has approximately <strong>4.71 million internet users<\/strong>, representing <strong>32.2 per cent<\/strong> of the population, according to DataReportal. High-speed 3G and 4G networks now cover nearly 90 per cent of the country, with 4G coverage increasing from 62 per cent in 2020 to 88 per cent in 2024. Urban areas enjoy <strong>near-total coverage<\/strong>, with significant improvements in rural access. This expansion has opened previously underserved regions to <strong>online gaming participation<\/strong>.<\/p>\n\n\n\n<p>The <strong>Finance Law 2025 (Law No. 2024-34)<\/strong> provides the first comprehensive legal and tax framework in Benin for both land-based and online gambling. It is designed to generate <strong>additional revenue<\/strong> for the state, <strong>protect consumers<\/strong> and formalise a sector that has gained increased and notable interest locally and internationally.<\/p>\n\n\n\n<p>The law introduces <strong>tax frameworks<\/strong>, licensing rules and consumer protection measures, including <strong>responsible gambling<\/strong> initiatives. Traditional gambling is subject to a 10 per cent tax rate, while online gambling is taxed at 25 per cent. By clearly distinguishing between traditional and remote gambling, the law encourages<strong> regulated online participation<\/strong> while discouraging unregulated offshore operators.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Operators eyeing Benin\u2019s growing market<\/h2>\n\n\n\n<p>Local and <strong>international operators<\/strong> are responding to the <strong>opportunity<\/strong>. The National Lottery of Benin continues to dominate traditional lottery segments, while various international online gaming operators are entering the market, drawn by regulatory clarity and growing online participation.<\/p>\n\n\n\n<p>The igaming report said: &#8220;As additional resources are applied to regulatory oversight of the gaming sector, Benin is establishing itself as an <strong>emerging jurisdiction<\/strong> of interest,&#8221; signalling opportunities for partnerships and investment.<\/p>\n\n\n\n<p>The report highlights <strong>untapped potential<\/strong> in sports betting and online casino segments, which are expected to drive much of the market growth. Improved connectivity and regulatory modernisation have created an ecosystem where operators can expand, players have broader access and the sector continues to gain legitimacy.<\/p>\n\n\n\n<p>The market is expected &#8220;hit \u20ac150m&#8221; by year-end, highlighting Benin\u2019s rapid rise as a <strong>key player <\/strong>in West Africa\u2019s igaming sector while demonstrating its scale and growth potential.<\/p>\n\n\n\n<p>Benin\u2019s experience underscores how <strong>digital expansion<\/strong> and <strong>legal reform<\/strong> can work together to fuel igaming growth.
