The tax was introduced as part of the government&#8217;s efforts to boost domestic revenue for its <strong>K33.6bn (\u20ac3.3bn)<\/strong> supplementary budget for 2025.<\/p>\n\n\n\n<p>The ZRA indicated that betting companies must pay for September immediately, with October payments due by <strong>15 November<\/strong> and<strong> subsequent months<\/strong> following the same date.<\/p>\n\n\n\n<p>The ZRA said in a press release: \u201cBetting companies are required to compute and remit excise duty at 10 per cent on the total amount staked by the 15th of each month. All betting companies must <strong>manually compute<\/strong> the excise duty and make remittances using their <strong>Withholding Tax Accounts<\/strong> under the Lumpsum Payment option.\u201d<\/p>\n\n\n\n<p>The 10 per cent excise duty was introduced to increase <strong>domestic revenue<\/strong> and strengthen oversight of Zambia\u2019s fast-growing betting sector. The government expects the measure to standardise taxation, improve compliance and generate <strong>additional funds<\/strong> for national development. ZRA emphasised that betting operators are fully responsible for accounting for and remitting the tax, warning that <strong>non-compliance <\/strong>may attract penalties under Zambia\u2019s tax regulations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Operators clash with ZRA over 10 per cent betting tax<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"200\" height=\"200\" src=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/ZAMBIA-1.jpg\" alt=\"\" class=\"wp-image-10801\" \/><\/figure>\n\n\n\n<p>The new levy has sparked reactions from <strong>major operators<\/strong>. On October 3, the <strong>Constitutional Court<\/strong> dismissed applications from <strong>betPawa<\/strong> and <strong>Betway<\/strong> seeking to halt the excise duty, ruling that it is a consumption tax borne by bettors and within the ZRA\u2019s statutory powers.<\/p>\n\n\n\n<p>Following the ruling, Betway temporarily <strong>suspended operations<\/strong>, BetLion <strong>paused services<\/strong> and betPawa <strong>adjusted offerings<\/strong> but continued to operate under the new tax regime, showing the immediate effect of the duty on Zambia\u2019s betting sector.<\/p>\n\n\n\n<p>The court\u2019s ruling follows the \u201cpay now, argue later\u201d principle, allowing ZRA to collect the tax even while legal challenges proceed.
