This decision, according to the regulator, follows repeated failures by the operator to meet contractual obligations and regulatory requirements.&nbsp;<\/p>\n\n\n\n<p>Inzozi Lotto assumed control of the National Lottery in <strong>2022<\/strong>, pledging reliable draws and prompt payouts to support community development initiatives. Its lottery games attract thousands of Rwandans weekly, who sometimes team up with family or neighbours to buy tickets. However, the company&#8217;s failure to deliver on its promises has cost it the contract.<\/p>\n\n\n\n<p>The RDB&#8217;s official statement, released on <strong>October 2, 2025<\/strong>, read: &#8220;The Rwanda Development Board (RDB), through the National Lottery and Gaming Commission (NLGC), informs the public that the licence granted to Inzozi Lotto (Carousel Ltd) to operate the National Lottery has been revoked due to failure to adhere to contractual obligations, laws and regulations governing the gaming sector. As of now, Inzozi Lotto is no longer authorised to operate the National Lottery in Rwanda.&#8221;<\/p>\n\n\n\n<p>The board also noted that it has begun shopping for a replacement and plans to launch a transparent public bidding process in the coming weeks to select a new lottery operator. The chosen partner will be expected to uphold principles of fairness, efficient prize distribution and continued support for education and healthcare initiatives.<\/p>\n\n\n\n<p>Despite the licence termination, Inzozi Lotto is still required to settle all outstanding winning claims. The RDB confirmed that the company is still responsible for compensating winners with valid proofs who have yet to receive their prizes.
