Rwanda gaming regulator suspends Forzza over licence breaches
The Rwanda Development Board has ordered Forzza to halt all operations after finding the operator repeatedly offered casino-style games outside the scope of its licence.
Rwanda.- Rwanda’s gambling regulator has suspended the operations of Baron Sports Gaming, which trades as Forzza, after determining that the company repeatedly offered casino-style games beyond the scope of its approved licence.
The Rwanda Development Board (RDB) announced on July 30 that the suspension takes immediate effect and covers all of the operator’s retail outlets, agents, digital platforms and every other gambling-related activity in the country. The regulator also instructed the company to stop all operations and remove its advertising and promotional materials.
RDB said the enforcement action followed repeated breaches of the conditions attached to Forzza’s licence. It said the operator had been offering casino-style products without the necessary authorisation, contrary to Rwanda’s gaming laws.
The regulator said any attempt by the company to continue operating during the suspension period would be unlawful and could result in additional enforcement measures.
RDB also advised the public not to participate in any gambling activities organised by Forzza until further notice, reminding all licensed operators that they must only provide products and services permitted under the terms of their licences. It said regulatory sanctions, including licence suspension or revocation, may be imposed on operators that engage in unauthorised activities.
Responding to the decision, Forzza managing director Eric Rutayisire said the company was surprised by the suspension, adding that it had not yet received a full explanation from the regulator regarding the reasons behind the action. He declined to comment further.
The regulator did not indicate how long the suspension will remain in place or specify the conditions the operator must meet before its activities can resume.
The latest action follows a series of regulatory interventions by the RDB against gambling operators. In October 2025, it terminated Inzozi Lotto’s national lottery licence over contractual and regulatory shortcomings, while Kings Bet was previously suspended for repeated violations of Rwanda’s gaming regulations and failure to comply with regulatory directives.
Earlier this month, the RDB, through the National Lottery and Gambling Commission, awarded new gambling licences to Betway, ElephantBet and ForteBet after completing what it described as a competitive evaluation of applicants against technical, regulatory and responsible gambling requirements.
