Liberia’s NLA restores LIPAY licence after three-month ban
The operator has been granted a one-year authorisation covering three licensed gaming activities in Liberia.
Liberia.- Liberia’s National Lottery Authority (NLA) has restored LIPAY Inc.’s operating licence, reversing course just three months after revoking the operator’s sports betting authorisation. The turnaround came through a negotiated settlement rather than a court ruling, ending a dispute that began with breaches of Gaming Regulation 001. The licence is conditional, so LIPAY’s return to the Liberian market depends on continued compliance.
According to the regulator, LIPAY was issued a one-year licence on September 22, valid for the 2026/27 licensing period. The licence allows the operator to offer sports betting, online casino and online lottery services in Liberia.
The restoration followed a series of hearings and discussions between the NLA and LIPAY. The parties reached an amicable settlement under an agreement dated September 14. As part of the settlement, LIPAY committed to meeting its obligations under the agreement and maintaining compliance with Liberia’s licensing and regulatory requirements, including anti-money laundering and counter-terrorist financing (AML/CFT) rules and responsible gaming requirements.
The NLA also agreed to lift the regulatory restrictions imposed on LIPAY, subject to the operator meeting the terms of the settlement. The Authority said LIPAY’s licence is conditional on ongoing compliance with Liberia’s legal and regulatory framework, including the NLA Act of 2014 and relevant regulations.
The settlement comes three months after the NLA revoked LIPAY’s sports betting licence over regulatory breaches. In June, the regulator said LIPAY had violated several provisions of Gaming Regulation 001, including requirements relating to the disclosure of material information, misrepresentation and the use of its gaming licence.
The NLA subsequently imposed US$10,000 in administrative fines and disqualified LIPAY from applying for or obtaining a gaming licence in Liberia for two years.
