Enugu plans licensing rules for gaming technology suppliers
The proposed framework would cover software developers, equipment providers and platform operators serving licensed gaming businesses.
Nigeria.- The Enugu State Gaming and Lottery Commission is considering a licensing framework for business-to-business (B2B) gaming suppliers to extend regulatory oversight to technology providers serving licensed operators. The initiative was discussed at the state’s Gaming Stakeholders Forum, which concluded on October 8, 2026, alongside measures to strengthen compliance, improve data security and expand responsible gambling awareness.
The framework would cover relevant suppliers, including software developers, gaming technology companies, equipment providers and platform operators. It would enable the commission to identify technology providers, establish their regulatory obligations and assess whether the systems they supply meet the required standards for security and integrity.
The initiative formed part of wider discussions on strengthening regulatory oversight beyond the licensing and monitoring of operators. Held under the theme “Beyond Compliance: Building a Safer, Smarter and More Sustainable Gaming Industry in Enugu State”, the forum brought together licensed operators, agents and other industry participants. Its communiqué called for stronger adherence to licence conditions and regulatory directives, alongside improved use of the Gaming Regulatory Management Platform (GRMP).
The forum also addressed the security of regulatory systems and commercially sensitive information as operators connect their technology to the commission’s monitoring infrastructure. Participants were urged to improve their understanding of the GRMP and ensure its secure use, particularly in protecting data and maintaining system integrity.
The commission has not confirmed when the B2B framework will take effect, as it requires further legal review and stakeholder consultation.
