Angola and Malawi gambling regulators discuss MoU to strengthen cross-border oversight
ISJ and MAGLA discussed a potential cooperation agreement to share regulatory expertise and tools as common operators link the two markets.
Angola.- Angola and Malawi are looking to strengthen cross-border gambling oversight, with regulators discussing a potential Memorandum of Understanding (MoU) to exchange regulatory documentation, procedures, checklists and experience.
Angola’s Gaming Supervision Institute (ISJ) received a delegation from the Malawi Gaming and Lotteries Authority (MAGLA) on August 13, led by MAGLA Director-General Muchanankhwaye Mpuluka.
The meeting was chaired by Nerethz Tati, ISJ director-general, and focused on regulatory challenges facing the two authorities, as well as opportunities to strengthen institutional cooperation.
The two sides discussed the possibility of establishing an MoU focused on institutional cooperation and mutual technical assistance. The presence of common operators in the two markets adds weight to the proposed cooperation.
ISJ said: “A significant share of the operators operating in the Angolan and Malawian markets are common to the two countries.”
ISJ said the overlap provides an opportunity for the two authorities to strengthen their regulatory capacity and improve coordination. The regulator added: “The sharing of documentation, procedures, checklists and regulatory experiences may constitute an asset to strengthening the capacities of both administrations and for more efficient and coordinated oversight of the sector.”
Angola’s ISJ recently outlined a nationwide gambling supervision strategy focused on strengthening oversight and institutional cooperation, while Malawi’s MAGLA opened applications for new casino and sports betting licences, highlighting their focus on stronger regulatory oversight.
The meeting also reaffirmed the commitment of ISJ and MAGLA to promoting a safer, responsible and properly regulated gambling sector through the exchange of knowledge and best practices. The potential MoU puts practical regulatory cooperation at the centre of discussions, with common operators providing a basis for the two authorities to strengthen coordination across their markets.
